我们，China Road and Bridge Corporation（CRBC），现诚邀贵公司就安哥拉新滨海路疏浚吹填工程海床清理设备租赁提交正式报价。本项目由CRBC项目团队负责实施，项目地点位于安哥拉罗安达（Luanda, Angola）。





We, China Road and Bridge Corporation (CRBC), cordially invite your company to submit a formal quotation for the seabed clearing equipment rental for the dredging and reclamation project along the new coastal road in Angola. This project will be implemented by the CRBC project team and is located in Luanda, Angola.





根据施工方案安排，项目 Zone3取砂区及路基回填区 在疏浚及回填施工前需开展海床清理作业。该作业主要采用锚艇拖带耙平器方式，沿平行岸线方向对海床表面垃圾及杂物进行集中清理，并由配套船舶及设备协助收集、转运至岸上指定区域处理。





According to the construction plan, seabed cleaning works are required in the Zone 3 borrow area and the roadbed reclamation area prior to dredging and reclamation activities. The works will mainly be carried out by anchor boats towing rake levelers along the shoreline to collect seabed debris, with auxiliary vessels and equipment assisting in collection and transportation to designated onshore disposal areas.





鉴此，CRBC拟就上述海床清理设备租赁（含操作人员及燃油）进行询价。





Therefore, CRBC intends to request a quote for the rental of the aforementioned seabed clearing equipment (including operators and fuel).





一、租赁范围及责任 Scope of lease and liability





本次报价应为综合设备租赁报价，供应商须负责但不限于以下内容：





· 提供并投入作业所需全部设备及合格的操作人员；





· 每日工作时间10小时，月工作30天或31天；





· 承担全部设备燃油费用及钢缆、尼龙绳、卸扣等辅助材料；





· 承担操作人员工资、餐食及住宿；





· 为所有设备及人员办理合法有效的证件及保险。





This quotation should be a comprehensive equipment leasing quotation, and the supplier shall be responsible for, but not limited to, the following:





· Provide and deploy all necessary equipment and qualified operators for the operation.;





· 10 hours of work per day, 30 or 31 days of work per month;





· Bear all equipment fuel costs and auxiliary materials such as steel cables, nylon ropes, and shackles;





· Salaries, meals, and accommodation of operators;





· Valid certifications and appropriate insurance for all equipment and personnel.

三、付款方式Payment Terms





供应商应于每月底提交付款申请，并附当月实际作业天数及工时的支持文件；在收到真实有效的正式商业发票（不接受收据）并完成付款申请审批后，CRBC将在 30天内 通过银行转账或现金方式完成付款。





The supplier shall submit a monthly payment application with supporting records of actual working days and hours;Payment shall be made within 30 days after receipt of a valid official commercial invoice (receipts are not accepted) and approval of the payment application, by bank transfer or cash.

五、评审原则及其他条款Evaluation and Other Conditions





1、报价将根据完整性及是否符合本邀请函及CRBC要求进行评审。

Quotations will be evaluated based on their completeness and compliance with the requirements set out in this Invitation to Quotation and CRBC’s requirements.





2、在满足全部技术和商务要求的前提下，报价合理且价格最低者将被优先考虑。

Subject to full compliance with all technical and commercial requirements, quotations offering a reasonable price and the lowest evaluated cost will be given priority.





3、不符合要求的报价将被拒绝。

Non-compliant quotations will be rejected.





4、 CRBC无义务接受任何报价，亦无义务签署合同或采购订单，且不承担投标人因报价产生的任何费用。

CRBC is under no obligation to accept any quotation, to enter into any contract or issue any purchase order, and shall not be liable for any costs incurred by bidders in preparing or submitting their quotations.





5、 CRBC对欺诈、腐败及其他被禁止行为实行零容忍政策。

CRBC maintains a zero-tolerance policy toward fraud, corruption, and other prohibited practices.
