一、招标条件

本招标项目河北国际人才港项目（一期）工程 监理已由正定新区经济发展局以石新管经核字［2019］9号批准建设，项目业主为河北纳贤房地产开发有限公司，建设资金来自企业，出资比例为企业100%，招标人为河北纳贤房地产开发有限公司。项目已具备招标条件，现对该项目的监理进行公开招标。

二、项目概况与招标范围

2.2招标范围：本次招标为河北国际人才港项目（一期）工程监理，包括但不限于与本项目相关工程的施工准备阶段、施工阶段、竣工验收阶段，缺陷责任期阶段、保修阶段等全过程监理服务。

三、投标人资格要求

3.1 本次招标对投标人的资格要求如下:

3.1.1 资质要求：3.1具有独立企业法人资格、有效营业执照，并具有 住房和城乡建设行政主管部门核发的工程监理综合资质或房屋建筑工程监理乙级及以上资质；

3.1.2 总监理工程师的资格要求：3.4具有注册在投标人单位的 房屋建筑工程国家注册监理工程师资格； 3.5本次招标（□允许/☑不允许）拟派总监理工程师有在建合同工程。□允许的，应满足下列要求： 3.5.1投标人提供在建工程业主出具的同意书； □3.5.2招标人对拟派总监理工程师有在建工程的具体要求 （招标人对拟派总监在建工程的数量（不超过2项）、等级、所在区域有要求时明确）； 3.6 /。
