Total capacity shall be about four million barrels (637,000 m3), for Phase (I) it shall be 2.52 million barrels (401,000 m3), and for Phase (II), it shall be 1.26million barrels (200,500 m3).CPP win to build all tanks for phase (I), including 7 Floating roof tanks(66000m3), and their accessories. The bidder shall have independence in law and finance and operates legally and independent of the tenderer (tendering agency).The bidders should submit bidder enterprise qualification (including but not limited to business license or registration certificate, etc.),Manufacturers within China participating in the bidding must possess import and export qualifications. 2.Applicable to bidders from China: The Bidder must provide an audited financial report for 2023, including the balance sheet, cash flow statement, and income statement, prepared by a certified accounting firm or auditing institution. The Bidder must demonstrate sound financial health and not be under receivership, bankruptcy, or other closure/merger/transfer status. The Bidder must submit a letter of commitment in its response documents confirming no ongoing liquidation, bankruptcy, or loss of performance capacity. If the bidder is awarded the contract, the Procuring Entity shall have the right to review its complete financial reports prior to contract signing. Should it be discovered that the bidder has engaged in any of the aforesaid circumstances or poses risks, the Procuring Entity reserves the right to withdraw the award. The bidder must provide a letter of commitment in its response document confirming acceptance of the above terms. 3 Credit requirements (Applicable to Chinese Bidders): The Bidder must not be listed in the "Business Abnormal Operations List" or "Serious Violators List" on the National Enterprise Credit Information Publicity System (www.gsxt.gov.cn). The Bidder, its legal representative, or principal must not be listed as a dishonest on the Credit China website (www.creditchina.gov.cn). From January 1st, 2022, to the bid submission deadline, the Bidder or its legal representative (principal) must have no record of bribery-related criminal activities (verifiable via the China Legal Documents Net,?wenshu.court.gov.cn). 4.Bidders shall provide valid achievements in the last three years, in which the supplied products used in similar projects or under similar working conditions. The documentary evidences of such information and performance include: copies of valid sales contracts or purchase orders (prices can be concealed). The valid documentary evidences shall include at least: goods type, specification, quantity, user name, order date, contact person and contact information. 5.The bidder has not been blacklisted, suspended or disqualified by China National Petroleum Corporation/China Petroleum Pipeline Engineering Co., Ltd. The Bidder must provide a commitment letter stating no major quality/safety incidents or legal disputes with China Petroleum Pipeline Engineering Co., Ltd.
